As a Contracting Officer, you can secure a sole source contract with Joltec LLC if:
  • You confirm that Joltec LLC possesses the skills and capability to meet the project requirements.
  • The proposed contract price is fair and reasonable.
  • The contract value does not exceed $7 million for manufacturing or $4.5 million for other services.
 
How to Sole Source
  1. Identify the Procurements Needs The first step in the sole sourcing process is to clearly define procurement needs by developing a statement of work, estimating costs, and securing funding. Engaging key stakeholders early ensures alignment with project goals and budget constraints, leading to a more efficient procurement strategy.
  2. Verify 8(a) Eligibility Confirm Joltec LLC status as an active SBA 8(a) participant through the SBA Small Business Search or by contacting the SBA. The government program manager then selects Joltec LLC  as the qualified 8(a) vendor and submits a procurement request to the agency’s contracting officer, initiating the sole source process.
  3. Submit an Offering Letter to SBA
The contracting officer submits an offering letter to the SBA District Office, identifying Joltec LLC as the intended 8(a) firm. The letter should include:
  • Project description and scope
  • Estimated contract value
  • Period of performance
  • NAICS code

  4. SBA Approval and Authorization The SBA reviews and processes the offering letter. Once approved, the contracting officer can negotiate and award the contract.

  5. Contract Negotiation and Scope FinalizationJoltec LLC submits a proposal for evaluation. The contracting officer reviews the proposal and negotiates terms if necessary to ensure alignment with project goals and budget requirements.

  6. Award the Contract After SBA authorization, the contracting officer awards the sole source contract to Joltec LLC.
